Where Europe is
Spanish commercial customers and a growing share of EU commercial customers are reachable through messaging today, in regulated commercial contexts that carry specific obligations:
- Energy switching under LOPDGDD Article 34 DPO scope and Royal Decree 88/2026 obligations.
- Travel insurance distribution under DGSFP regulatory scope and the IPID disclosure framework.
- Travel eSIM B2B reseller provisioning across multi-country plans.
- EU261 flight compensation under the Regulation 261/2004 enforcement regime.
These are not horizontal-assistant problems. They are vertical workflow problems where AI is incidental or ancillary to the regulated commercial task.
Where Seldon is
Four products on a single vertical-AI core architecture:
- Cambialeón — Spain residential energy switching. Live on WhatsApp. Spanish CNMC and supplier-API integration. GDPR cascading delete. Fernet PII encryption.
- VoyaChat — Travel-insurance assistant in development. Pre-underwriter; no active policy sales. Designed with DGSFP regulatory scope, state machine enforcement, phone encryption (hash plus Fernet), GDPR delete, and hardened security posture.
- QuiqSim — Travel eSIM B2B reseller provisioning. Live with public-facing surface at quiqsim.com.
- AirFiasco — EU261 flight compensation. Code-complete with 302 tests. 68-state machine. 10-language support. Brevo email. Stripe Connect (dry-run). Launch-ready pending one upstream legal agreement.
Three of the four are live in commercial production today, processing real customer transactions. AirFiasco is launch-ready but not yet commercially launched.
The three live products operate within the WhatsApp Business Solution Terms purpose-driven vertical carve-out — WBS Terms 15 October 2025 update, effective 15 January 2026 — where AI is incidental or ancillary to the regulated commercial task. Meta retains sole-discretion enforcement. Operating permission today is jurisdiction-specific (EEA except Italy under Meta WBS Terms; Italy under AGCM interim measures of 24 December 2025; Brazil under CADE interim measure plus Meta confirmation of 6 March 2026). WhatsApp Business Solution Data is not used to train or fine-tune AI providers or models.
What we build
A two-layer architecture:
- Vertical-AI core. State machine, normalized message schema, capability matrix, compliance lattice. Each vertical’s compliance lattice represents 12–18 months of work and cannot be replicated as adapter code alone.
- Per-transport adapter layer. WhatsApp Cloud API live. Matrix in validation (first sovereignty-aligned proof anchor; governance and end-to-end validation items pending). Threema Gateway lowest-friction next adapter.
The LLM layer is provider-abstracted at the prompt and tool interface. Anthropic Claude in production today. Mistral appears to remain the clearest EU-headquartered LLM platform candidate; Mistral Vibe (formerly Le Chat Enterprise; Paris-incorporated) is the EU-headquartered fallback candidate under a LiteLLM-class abstraction. Cohere combined with Aleph Alpha is now a Canada-Germany sovereign-AI alternative, transatlantic rather than pure-EU. Mistral contracting entity, subprocessor, admin/control, and deployment terms still require procurement-level verification.
Seldon operates on Hetzner EU-hosted infrastructure — German entity, German law, published ISO/IEC 27001:2022 and BSI C5 Type 2 posture, EU datacenter footprint in Nuremberg, Falkenstein, and Helsinki. This is provider-level posture, not a Seldon certification claim, not an ENS certification claim, and not a full sovereignty proof.
Honest disclosures (preserved verbatim in public surface)
- Three live products plus AirFiasco code-complete. Not “four live products.”
- Hetzner provider-level posture is not a Seldon certification claim and not a full sovereignty proof.
- Hetzner is not ENS-certified. Spanish public-sector entry is gated by ENS certification under Royal Decree 311/2022 (https://www.boe.es/buscar/act.php?id=BOE-A-2022-7191); ENS-certification is not in hand.
- Meta retains sole-discretion enforcement on WhatsApp Business Solution Terms. The purpose-driven vertical carve-out can be tightened unilaterally at any time.
- WhatsApp Business Solution Data is not used to train or fine-tune AI providers or models. Standalone data-use compliance gate, independent of geographic scope.
- Mistral procurement-level verification (contracting entity, subprocessor, admin/control, deployment terms) still required.
