The Seldon Sovereignty Position Paper is a public observational document. It covers:

• Where Europe is. The regulatory window on Meta WhatsApp Business Solution Terms (15 October 2025 update, effective 15 January 2026; jurisdiction-specific operating permission today across EEA except Italy, Italy under AGCM interim measures, and Brazil under CADE interim measure plus Meta confirmation of 6 March 2026). EU AI Act application schedule. EU Tech Sovereignty Package and Spain ENS Royal Decree 311/2022. WhatsApp interoperability split across DMA Article 7, Matrix-native, WhatsApp Business API operating permission, and mautrix bridge with caveats.

• The substrate. The chat-substrate adoption motion in Europe. Tchap (France, Matrix-based, DINUM-operated, 600,000 registered users and over 500,000 monthly active users as of May 2026). BundesMessenger and BwMessenger (Germany). Element / Matrix protocol v2.0. mautrix bridge ecosystem with bridge-decryption disclosure. EUDI Wallet timeline. EU-headquartered LLM platform candidate Mistral Vibe (formerly Le Chat Enterprise). Cohere combined with Aleph Alpha as a Canada-Germany sovereign-AI alternative, transatlantic rather than pure-EU. • Where Seldon is. Transport-agnostic architecture: vertical-AI core plus per-transport adapter layer. Four products on a single architecture (three live in commercial production; one code-complete pending launch). Matrix as the first sovereignty-aligned proof anchor in validation. Threema Gateway as the lowest-friction second-substrate adapter.

• Honest disclosures. Seventeen non-negotiable disclosures preserved verbatim, covering Mistral wording ceilings, Cohere transatlantic posture, mautrix bridge-decryption caveat, WBS data-use no-training gate, Channels-only DSA scope, General Court split-verdict framing, and several more.

Seldon Solutions S.L. is a Spanish SME based in Barcelona, building purpose-driven vertical AI on EU-hosted infrastructure. The paper is the company’s public statement of how it reads the regulated commercial messaging environment in Europe today, and where its transport-agnostic architecture sits within that environment.

Honest disclosures (preserved verbatim in public surface)

• Seldon’s canonical positioning is WhatsApp-dependency reduction, workflow portability, and sovereignty options.
• Matrix is the first sovereignty-aligned proof anchor Seldon is validating; Matrix governance and end-to-end validation items pending end-to-end validation. This is not a production claim.
• Hetzner provides EU-hosted infrastructure at provider-level posture; this is not a Seldon sovereignty certification and not an ENS certification.
• Bridged messages between Matrix and WhatsApp via mautrix-whatsapp adapter decrypt at the bridge server before re-encrypting toward the WhatsApp side. Sovereignty-claim-bearing copy must distinguish Matrix-native conversations from bridged WhatsApp interoperability.
• WhatsApp Business Solution Data is not used to train or fine-tune AI providers or models — standalone data-use compliance gate, independent of geographic scope.
